How to Bid on Government Contracts

The actual act of bidding on a government contract is not particularly complicated. Prior to bidding on any opportunity, you must register your business on the sam.gov website. This will include a company profile as well as information about the owner and key personnel.
At the sam.gov website, you conduct a search for opportunities as previously discussed. When you identify one that you would like to bid on, you will find instructions for bidding on the project in the “description” section. The instructions will vary from project to project, but they generally follow a similar format:
– Directions of where to send your quote (typically an email address)
– Price quote: The proposed annual price based on the statement of work to include rates in $/hr.
– Technical quote: This is essentially a resume. This section requires a description of the contractor’s key personnel’s experience and qualifications. Additionally, any past performances with the federal government should be included. Depending upon the type of service being provided, samples may be requested.
– Proof of eligibility to work in the United States
– References
– Copy of active registration in SAM.
– A point of contact for questions
– Deadline for submissions
– Evaluation Factors: The factors, listed in order of priority, that will be used in evaluating the bids must be listed. For example, technical ability, price, and past performance are a common set of factors.
The bidding process may be straightforward, however, being rewarded with a contract is very challenging especially when you are first starting out. The General Services Administration (GSA) has published commonalities that businesses with success in landing government contracts have. They include:
– Two years of experience working with federal contracts, either as a prime or subcontractor.
– Contacts and relationships within the federal contracting community.
– Business owners who work with a mentor who is a successful GSA contractor.
– Businesses that invest between $80K—$130K to find and manage the initial government contract. This factor varies widely depending upon the type of service being offered.
